Every day, they guide callers through medical emergencies, crimes in progress, and moments of extreme fear, while simultaneously supporting law enforcement, fire, and EMS responding in the field. Their work demands technical expertise, emotional intelligence, and the ability to remain composed under relentless pressure.

Yet despite the complexity and life‑saving nature of this profession, public safety telecommunicators have long been misclassified at the federal level as administrative or clerical workers, an outdated designation that fails to reflect the reality of their role as the first first responders. National Public Safety Telecommunicators Week helps elevate awareness of what telecommunicators truly do and reinforces the urgent need to accurately recognize and value their role in public safety. This recognition aligns with efforts such as the 9‑1‑1 SAVES Act (Supporting Accurate Views of Emergency Services), which seeks to correct this misclassification by formally recognizing telecommunicators as protective service professionals.

What the 9-1-1 Center of the Year Award Represents

To further recognize excellence within the profession, the DATAMARK Technologies 9‑1‑1 Center of the Year Award honors Public Safety Answering Points (PSAPs) that exemplify the highest standards of emergency communications. This award looks beyond call volume or response metrics to the full picture of what makes a PSAP exceptional: operational performance, leadership, staff retention, proactive service, and a commitment to telecommunicator wellness.

Each nomination tells a powerful story, and every year, one stands out as a model for what the future of 9‑1‑1 can, and should be.

This year, we are proud to recognize the UC Irvine Police Department Dispatch Unit as our 9‑1‑1 Center of the Year. This team represents the very best of emergency communications through outstanding performance, proactive service, and an unwavering commitment to their people.

At a time when many communications centers are facing significant staffing challenges, the UC Irvine Police Department Dispatch Unit has remained well‑staffed and strong for multiple years in a row. That stability speaks volumes about the culture they’ve built, one rooted in respect, support, and trust. Leadership within the unit prioritizes employee wellness, even incorporating counseling and mental health discussions into meetings to acknowledge the emotional demands of dispatch work and support staff in meaningful ways.

Their operational performance is equally impressive. The team answers 100% of 9‑1‑1 calls within 15 seconds and 99.6% within 10 seconds, a remarkable achievement that demonstrates consistency, urgency, and professionalism under pressure.

Although UC Irvine Police Department may appear to be a smaller agency, their dispatch unit handles an extraordinary workload. Telecommunicators simultaneously manage radio and telephone communications for the UC Irvine campus as well as all UCI Health Medical Centers, including a Level I trauma center. The complexity of that responsibility requires exceptional skill and coordination.

Most importantly, their work saves lives. This past year, dispatchers within the unit saved two students in crisis. In both cases, the calls did not initially appear to be suicide‑related emergencies. Through situational awareness, careful listening, and professional judgment, dispatchers recognized the true risk, sent help, and remained engaged. Both students were located on parking structures, and both are alive today because of the dispatchers’ compassion, training, and decisive action.

Beyond emergency response, the team is also proactive in crime prevention. By actively monitoring cameras, dispatchers have helped identify and apprehend multiple bike theft suspects on campus, demonstrating initiative and a commitment to community safety that extends beyond the call.

The UC Irvine Police Department Dispatch Unit exemplifies what it means to serve with excellence and heart. Their dedication to operational quality, employee wellness, and life‑saving outcomes makes them deeply deserving of this recognition.
